Allows you and your users to create up to 100 short 1-liners which can be
displayed right before any of six major prompts within CNet Amiga BBS. Also
allows for the use of MCI codes within the Quips 
too. The Sysop can specify an argument to the EQ command, so that (s)he can
choose to edit a quips contents if it is seen to contain something they deem
inappropriate.
