New version of my fabulous "Scroll-your-screen-in-window" program :)
Features:
- adaptive layout of sliders and scroll arrows, all using BOOPSI.
- new subclass of propgclass featuring instanteous size adaption
  (GM_LAYOUT method, V39 only)
- new subclass of buttongclass with delayed repeat notifications.
- custom window backfill hook (well, the simplest one there is :)
