This is one of my plugins for ArtEffect2/3+.

Psycho is a fun-filter. It has a very astonishing effect.
Strongly depending on the picture (best on real photos with strong edges,
e.g. buildings) it traces the edges with black lines and is generating very
colorful fillings or shine around the edges.
