RelVel is a Shell based based program which computes true wind speed and
direction given the measured relative wind speed & direction and the speed
and heading of the observer.

There are no special requirements to use RelVel.  It has been tested with
Workbench 2.1 & 3.1.  It should run on machines equipped with Workbench 1.3
although I haven't been able to test this.
