TeeHandler performs a similar function as the UNIX utility
'tee', that is, it takes a single input stream and outputs
it to several files and the standard output (Shell) at the
same time.  

TeeHandler is a DOS Device Handler like PIPE:, AUX:, PRT:,
etc, and is very small (less than 2K).

This version is a minor upgrade that fixes a problem with 
buffering.  See the section `HISTORY' in the docs for more 
info.
